On 1 November 2019, the Independent Communications Authority of South Africa (ICASA) gazetted the notice Information Memorandum (IM) on the licensing process for the International Mobile Telecommunications (IMT) spectrum, also known as the high demand spectrum.
The allocation of this spectrum to operators has been a contentious issue in the country and thus the publication of this IM has largely been seen by the telecoms sector as a positive step that will ultimately benefit consumers.
The IM is a document inviting comments from relevant stakeholders with regards to ICASA’s intended licensing process for IMT spectrum for bands IMT700, IMT800, IMT2300, IMT2600 and IMT3500.
The document aims to align considerations of the policy directive (Gazette No. 42597) on the WOAN issued by the Communications Ministry in July 2019.
